Heilongjiang University of Chinese Medicine (HUCM) was founded in 1954, has become a higher institution of Chinese medicine with high level of teaching, scientific research, and clinical treatment, and has a certain influence at home and abroad. HUCM has 11 colleges, 13 affiliated hospitals (4 directly affiliated), 1 Chinese medicine research institute, 1 Chinese medicine higher education research institute, 26 teaching hospitals and 70 practice bases. HUCM has 4 post-doctoral research stations, 4 first-level disciplines with the right to confer doctoral degree; 5 first-level disciplines with the right to confer master's degree; 1 doctoral degree authorization point and 4 master degree authorization points; 25 undergraduate majors. HUCM currently has 4398 faculty members, 1058 full-time teachers, 111 doctoral supervisors, 475 master supervisors. HUCM has 1 international scientific and technological cooperation base of Chinese medicine of Ministry of Science and Technology, 1 international scientific and technological cooperation base of Chinese medicine of State Administration of Traditional Chinese Medicine. It currently is chief scientist unit of national "973 plan" project. HUCM has qualifications to accept foreign students and students from Hong Kong, Macao and Taiwan, has recruited foreign students since the beginning of the 1980s, it is one of the first batch of colleges approved by the Ministry of Education to recruit foreign students in China. HUCM has carried out educational, medical, and technological cooperation and exchanges with more than 40 medical schools or research institutions in more than 30 countries and regions in the world. The world's first Confucius Institute for Traditional Chinese Medicine, jointly established by HUCM, London South Bank University and Harbin Normal University in the United Kingdom, has been rated as an "Advanced Confucius Institute" by Ministry of Education and Hanban for five consecutive years, and has become the first batch of "Model Confucius Institutes" in the world. HUCM and Russian Amur State Medical College jointly organized the "Sino-Russian Biomedicine Forum" and established Sino-Russian Chinese Medicine Innovation and Development Alliance; also undertook the construction task of "China-Central and Eastern European Center for Chinese Medicine (Hungary)", a special international cooperation project of State Administration of Traditional Chinese Medicine.
黑龍江中醫藥大學始建于1954年，經六十余年的建設與發展，學校已成為具有較高教學、科研、醫療水平，在國內外有一定影響的高等中醫藥院校。
學校有科技部中醫藥國際科技合作基地1個，國家中醫藥管理局中醫藥國際科技合作基地1個，現為國家“973計劃”項目首席科學家單位。
學校具有接收外國留學生和港澳臺學生學歷教育資格，自80年代初開始招收外國留學生，是教育部首批批準招收來華留學生院校之一，已同世界上30多個國家和地區醫學院?；蜓芯繖C構開展了教育、醫療、科技合作與交流，接受國外來訪學者500多人，培養外國留學生及港澳臺學生5000多人。學校與英國倫敦南岸大學、哈爾濱師范大學聯合創辦的世界首家中醫孔子學院連續5年被教育部、國家漢辦評為“先進孔子學院”，并成為全球首批“示范孔子學院”； 學校與俄羅斯阿穆爾國立醫學院聯合舉辦 “中俄生物醫藥論壇”，成立中俄中醫藥創新發展聯盟；學校還承擔國家中醫藥管理局國際合作專項 “中國－中東歐中醫藥中心（匈牙利）”建設任務。
